This bill creates a new federal grant program designed to help communities struggling with substance abuse problems get people back to work. The core idea is straightforward: areas hit hard by addiction epidemics often see economic collapse and job loss, so the government would provide money to help train and employ people affected by these crises.

Here's what the program actually does. The Department of Labor would award grants to local workforce boards in communities that have been significantly impacted by substance use disorder. These grants would fund partnerships between job training programs, treatment providers, employers, and community organizations. The money would support two main groups of people: workers who've been directly or indirectly affected by the substance abuse crisis in their area, and people who want to train for jobs that help others with addiction—like becoming addiction counselors, peer recovery specialists, emergency responders, or mental health workers. The grants would last two years and range from $25 million in the first year up to $37.5 million by 2030.

The actual services funded by these grants include helping employers hire and train people with substance use histories, providing ongoing support to help people stay employed and maintain recovery for at least a year, offering career counseling and job training, and connecting people to treatment and mental health services while they work. The program also requires independent evaluation to see whether it actually helps people find and keep jobs. Importantly, the bill limits how much money can go to administrative overhead—no more than 10 percent—ensuring most funding goes directly to helping people.
