# Climate Pollution Standard and Community Investment Act of 2024

This bill creates a nationwide system to reduce greenhouse gas emissions from major polluters over the next several decades. Starting in 2026, it requires large companies and facilities that produce significant pollution—like power plants, oil refineries, chemical manufacturers, and natural gas distributors—to gradually cut their emissions year after year. The bill sets up a cap-and-trade system where these companies receive "allowances" representing permission to emit a certain amount of greenhouse gases. If a company pollutes less than its allowance, it can sell the extra allowances to other companies that need them.

The bill targets the biggest sources of pollution: electricity-generating facilities, oil and gas producers, major industrial manufacturers like cement and steel plants, and natural gas distribution companies. These entities must reduce their emissions through whatever methods work best for them—whether that's switching to cleaner energy, improving efficiency, or capturing and storing carbon. The reductions happen gradually over three-year periods, giving companies time to adjust their operations. Importantly, facilities located in communities that already suffer from heavy pollution get stricter requirements, with allowances worth only half as much, pushing those areas toward faster cleanup.

Beyond just cutting emissions, the bill creates several funding programs to help workers and communities adapt to these changes. It establishes an Office of Energy and Economic Transition to study which communities and workers will be most affected by the shift away from fossil fuels and to develop support programs. There's money set aside for job training, economic development in affected regions, and assistance for workers who lose jobs in coal, oil, or gas industries. The bill also creates funds for clean energy rebates to help people afford renewable energy and efficiency upgrades, and a "Cleaner Air Community Fund" to help neighborhoods with the worst air quality install pollution-reducing equipment and infrastructure.
