# Central American Network for Democracy Act

The U.S. State Department would create a new fellowship program to support people in Central America who are fighting for democracy and the rule of law. This program would specifically help civil society activists, lawyers, judges, prosecutors, journalists, and investigators who are working to strengthen democratic institutions and combat corruption in their home countries.

The fellowship would serve as a temporary safe haven for these professionals. Many of them face real danger—threats, harassment, or violence—because of their work exposing corruption or defending democratic values. The program would bring them to a secure environment where they can continue their work by partnering with universities, think tanks, government agencies, and international organizations. This allows them to keep contributing to democracy efforts without being on the front lines where they're vulnerable. They'd also receive support like temporary housing, English language training, and mental health services to help them adjust and recover from the stress of their dangerous work back home.

The program aims to help these professionals develop new skills and strategies that they can eventually bring back to Central America to strengthen democracy there. Their work would focus on areas like supporting fair elections, reforming institutions, investigating corruption, and building community engagement. The State Department would coordinate with other U.S. agencies, international organizations like the United Nations and the Organization of American States, and foundations to fund and support the program. Congress would authorize $10 million in funding for the program's first year.
