This bill changes how the federal government decides whether to protect animals and plants under the Endangered Species Act. Right now, when the U.S. Fish and Wildlife Service proposes to list a species as threatened or endangered, they make that decision largely on their own. This bill creates a new system where if a local or regional conservation group objects to a proposed listing, they can request an independent review team to examine whether the listing should actually happen.

Here's how it works in practice: When the Fish and Wildlife Service announces they want to protect a species, established conservation groups have 21 days to object and request this independent review. Once they do, the federal government has to stop moving forward with the listing. Within 90 days, the government must assemble a review team of 5 to 9 experts who have knowledge of science, economics, conservation partnerships, and industries like oil, gas, mining, and ranching. Importantly, no current or former Fish and Wildlife Service employees can be on this team. The review team then has about six months to examine all the evidence and decide whether the listing should go forward, be stopped, or be sent back to the agency for more work. Their decision is binding, meaning the government has to follow it.

The bill also requires more transparency in how the government evaluates species for protection. Any scientific assessment must now be open to public comment, and the government must publicly identify all the scientists reviewing the work, explain why certain research was included or excluded, and detail how they interpreted the data. Additionally, the bill strengthens existing voluntary conservation partnerships where private landowners work with the government to protect wildlife on their own land, giving property owners more choices in how they participate in conservation efforts.
