Here's a concrete example: imagine an elderly prisoner is serving a 20-year sentence and needs to serve at least 10 years before becoming eligible for home detention. If that person has earned 2 years of good time credits through good behavior, this bill would let them count those 2 years. So instead of waiting 10 years, they'd only need to serve 8 years before becoming eligible to finish their sentence at home.
