This bill creates a clearer chain of command for U.S. efforts to help Iranian citizens access the internet freely and get uncensored information. The bill designates the Secretary of State as the main coordinator, making them responsible for pulling together all these efforts across the State Department, Treasury, Commerce Department, and intelligence agencies into one unified strategy.

The bill specifically asks the State Department to focus on three new areas: evaluating and expanding access to virtual private networks (VPNs) and satellite internet technology that activists use to stay connected, making sure that economic sanctions against Iran don't accidentally block ordinary Iranians from getting the tools they need to access the open internet, and developing backup plans in case the Iranian government completely shuts down internet access. These additions recognize that internet freedom isn't just about policy—it's about having actual technology available to people who need it.

The bill requires the State Department to update and submit its strategy within 120 days of the law passing, and then keep reviewing and updating it regularly. Congress will receive both a public version and a classified version with sensitive details.
