# What the Community Advantage Loan Program Permanency Act Does

This bill makes permanent a Small Business Administration program designed to help small business owners who struggle to get loans from traditional banks. Right now, the program is temporary and runs on a pilot basis. This bill turns it into a permanent program and expands it so more small business owners can access affordable loans.

The core problem this addresses is real: minority-owned businesses, women entrepreneurs, veterans, and very small startups have a much harder time getting bank loans. According to the bill, only 16% of Black-owned businesses that applied for loans got the full amount they needed, compared to 35% of white-owned businesses. The Community Advantage program has proven it can close this gap by working through specialized lenders—nonprofits and community development organizations that focus on underserved markets rather than just chasing profits.

Here's what the program does in practical terms: Instead of going to a traditional bank, small business owners can borrow up to $350,000 through mission-oriented lenders that participate in this program. These lenders get a government guarantee backing their loans, which means if a borrower defaults, the government covers most of the loss. This reduces the lender's risk, so they're willing to work with borrowers who might not have perfect credit or a long business history. The program requires that at least 70% of loans go to businesses in underserved areas—low-income neighborhoods, rural communities, disaster zones, or businesses owned by minorities, women, veterans, people with disabilities, or formerly incarcerated individuals.

The bill also sets up training requirements, reporting standards to track who's getting loans, and creates a working group to make sure the program stays focused on its mission of reaching people who can't get credit elsewhere. It requires the government to publish weekly and annual reports showing exactly how many loans went to different groups, in what amounts, and where they're located—so Congress and the public can see if the program is actually helping the people it's supposed to help.
