# Understanding the Counter Terrorgram Act of 2024

This bill requires the Department of Homeland Security to study and report on how terrorist organizations use certain foreign messaging apps to recruit people, raise money, and carry out attacks. Starting within six months of the law passing and then every year for five years, DHS must submit detailed assessments to Congress examining the terrorism threats posed by these platforms and recommend ways to address them.

DHS will coordinate these reports with its privacy and civil rights offices to make sure they protect people's personal information and rights, and the unclassified portions will be posted publicly on the DHS website so Americans can see what the government found.

The bill also requires DHS to work with state and local law enforcement fusion centers—which are information-sharing hubs across the country—to gather intelligence about these threats and share findings back to local authorities.
