# K2 Veterans Total Coverage Act of 2024

This bill makes it easier for veterans who served at Karshi Khanabad Air Base in Uzbekistan to get disability benefits for health problems they believe are connected to toxic exposure at that location. The key change is that it creates what's called a "presumption of service connection" for a wide range of diseases, which basically means the government will assume these illnesses are related to their military service without requiring veterans to prove it.

Here's why this matters: normally, when a veteran claims a health condition is connected to their service, they have to provide medical evidence and documentation proving the connection. This can be difficult and time-consuming. With a presumption of service connection, the burden flips—the government has to prove the illness is *not* related to service, rather than the veteran having to prove it is. For veterans who served at K2 Air Base (as it's commonly called), this new law covers a broad range of conditions including any cancer, thyroid disease, bone disease, heart disease, skin disease, neurological disease, reproductive disease, respiratory disease, endocrine disease, liver disease, kidney disease, and cataracts.

The practical effect is that veterans who served at this base and developed any of these conditions should find it significantly easier to qualify for VA disability compensation and healthcare benefits. They won't need to spend years fighting to prove their illness came from the toxic exposure at the base—they just need to show they served there and have one of the covered conditions. This is particularly important because K2 Air Base was known to have environmental contamination issues, and many veterans have reported health problems they believe stem from their time there.
