# Understanding H.R. 934: The Wildfire Suppression Bill

This bill tells the U.S. Forest Service to prioritize putting out wildfires quickly on national forest lands, especially in areas facing severe drought or extreme fire danger. The core requirement is straightforward: when a wildfire is detected on national forest land in high-risk areas, the Forest Service must use all available resources to extinguish it within 24 hours. The bill applies specifically to forests experiencing severe to exceptional drought conditions, areas where fire preparedness is at the highest alert level, or forests identified as being in the top 10 percent of wildfire risk zones.

Prescribed fires—controlled burns used to reduce fuel buildup and prevent larger wildfires—are still allowed, but if they escape their intended boundaries, they must be immediately suppressed. The Forest Service can use backfires or burnouts (controlled fires set to stop an advancing wildfire) only when ordered by the incident commander or when necessary to protect firefighter safety. Any backfire or burnout that's started must be controlled and extinguished completely.

This bill sets out requirements for wildfire suppression and management activities carried out by the Forest Service.These requirements apply to Forest Service land that (1) has a severe, extreme, or exceptional drought intensity rating; (2) has a National Wildland Fire Preparedness level of 5 (i.e., the highest level of wildland fire activity); or (3) is located in a fireshed ranked in the top 10% of wildfire exposure.Within 24 hours of detecting a wildfire on covered Forest Service land, the service must use all available resources to extinguish the wildfire. Additionally, the service may not inhibit the firefighting activities of state and local agencies that are authorized to respond to wildfires on covered Forest Service land.Further, the service may not initiate a backfire or burnout as part of a fire suppression strategy unless it is ordered by the responsible incident commander or is necessary to protect the health and safety of firefighting personnel. The service must use all available resources to control any initiated fire until it is extinguished.The bill also limits the service's use of prescribed fires (i.e., the controlled application of fire by a team of experts under specified weather conditions to restore health to ecosystems that depend on fire). The service must comply with all applicable laws and regulations concerning prescribed fires and must immediately suppress a prescribed fire that exceeds its prescription.
