The HOPE Act creates a new type of savings account called a HOPE Account (Health Out-of-Pocket Expense Account) that lets people set aside money specifically to pay for medical expenses. Think of it as a dedicated health savings tool similar to existing accounts like Health Savings Accounts, but with some different rules and benefits.

Here's how it works in practical terms: If you have health insurance, you can open a HOPE Account and contribute money to it throughout the year. The money you put in grows tax-free, and when you use it to pay for qualified medical expenses—like doctor visits, prescriptions, dental work, or other healthcare costs—you don't pay taxes on those withdrawals. The main catch is that you can't also be contributing to certain other health savings accounts at the same time, like a Health Savings Account or a flexible spending arrangement. The bill sets annual contribution limits of $4,000 for individual coverage or $8,000 for family coverage, adjusted yearly for inflation. If you earn more than $100,000 per year (or $200,000 if married filing jointly), employer contributions to your account won't be tax-free, though you can still have the account.

The bill also allows employers to contribute to their employees' HOPE Accounts as part of their benefits package, and those employer contributions would be tax-free for lower-income workers. If you withdraw money from your HOPE Account for something other than qualified medical expenses, you'll owe taxes on that money plus an additional 30 percent penalty—a significant disincentive to use the account for non-medical purposes. However, if you become disabled or pass away, your beneficiaries can withdraw the remaining funds without penalty. Overall, this bill creates another option for people to save for healthcare costs in a tax-advantaged way, though it works best for those who can afford to set aside money regularly and who don't already use other similar savings accounts.
