This bill removes those financial barriers across Medicare Advantage, Medicaid, the Children's Health Insurance Program (CHIP), military health coverage (TRICARE), Veterans Affairs, and Indian Health Services.

The practical effect is straightforward: if you're covered by any of these programs, you'll be able to walk into a clinic or doctor's office and get tested for these infections without paying anything out of pocket. No copay, no deductible, nothing. The bill treats these screening tests the same way it treats other preventive care that's already free under federal health programs, like cancer screenings or blood pressure checks. For uninsured people, states can choose to cover these tests through Medicaid as well, with the federal government picking up the full cost.

The bill also gives states some flexibility. For example, states can decide to provide these tests to uninsured individuals through their Medicaid programs if they want to, though they're not required to. The changes take effect gradually—most provisions kick in about a year after the bill becomes law, giving states and insurance programs time to adjust their systems.
