# Understanding the POWER Act of 2024

When a major storm, hurricane, or other disaster knocks out power in your area, the federal government has programs to help restore electricity and rebuild. This bill makes changes to how that federal disaster assistance works, specifically for electric utility companies that provide power to homes and businesses.

Right now, when the federal government helps an electric utility restore power after a disaster, that utility can't also get additional federal money to make improvements that would prevent similar problems in the future. This bill removes that restriction. It allows utilities to do two things at the same time: restore power quickly after a disaster AND make upgrades to their infrastructure to make it more resilient—like reinforcing power lines, upgrading equipment, or moving lines underground to protect them from future storms. The key requirement is that these improvements have to be cost-effective, meaning they make financial sense.

The practical effect is that utilities can now combine emergency restoration work with long-term improvements in a single project, potentially making the recovery process more efficient. For example, when rebuilding a damaged power line, a utility could simultaneously upgrade it to withstand stronger winds or flooding. This could mean fewer outages during future disasters and potentially more reliable power for the people who depend on those utilities. The bill only applies to federal disaster assistance money that's appropriated after the law is passed, so it won't affect any current disaster recovery efforts already underway.

Promoting Opportunities to Widen Electrical Resilience Act of 2024 or the POWER Act of 2024This bill authorizes electrical utilities receiving certain financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act for the restoration of power&nbsp;to also carry out cost-effective hazard mitigation activities. &nbsp;Additionally, the bill specifies that electrical utilities receiving such assistance may, if otherwise eligible, also receive hazard mitigation assistance under a separate provision of the&nbsp;Stafford Act related to repair, restoration, and replacement of damaged facilities.&nbsp;
