The HOPE Act of 2025 creates a new type of savings account called a HOPE Account that lets people set aside money tax-free specifically for medical expenses. Think of it as similar to a Health Savings Account, but with some different rules.

Here's how it works: If you have health insurance and don't already contribute to certain other medical savings accounts (like a Health Savings Account or Flexible Spending Account), you can open a HOPE Account and put money into it. The money you contribute isn't taxed, and when you use it to pay for qualified medical expenses—things like doctor visits, prescriptions, dental work, and other healthcare costs—that money comes out tax-free. The contribution limits are $4,000 per year for individual coverage and $8,000 per year for family coverage. These limits will increase slightly each year to keep up with inflation.

Your employer can also contribute to your HOPE Account, and those contributions won't count as taxable income to you (up to the annual limits). The money in the account must be held by a bank, insurance company, or other approved trustee, and you can only use it for medical expenses or withdraw it penalty-free if you become disabled or pass away. If you withdraw money for non-medical reasons, you'll have to pay income taxes on it plus an extra 30 percent penalty. The account is designed to help people manage healthcare costs more affordably by letting them save money before taxes.
