# Understanding the Ranked Choice Voting Act

This bill would fundamentally change how Americans vote in elections for U.S. Senate and House seats. Instead of picking just one candidate, voters would rank candidates in order of preference—first choice, second choice, third choice, and so on. The bill would apply this system to all primary, general, and special elections nationwide.

Here's how it would work in practice: When you vote, you'd list your favorite candidate as your first choice, your second favorite as your second choice, and so on (you'd be able to rank at least five candidates or however many are running, whichever is fewer). When votes are counted, if no candidate gets a majority on the first round, the candidate with the fewest votes gets eliminated. Their votes are then redistributed to voters' second choices. This process repeats until one candidate has more votes than everyone else remaining. The big practical change is that separate runoff elections—those extra elections some states hold when no candidate wins outright—would be eliminated. Everything would be decided in a single election day using this ranking system.

The bill would also eliminate the need for states to hold separate primary runoff elections. Currently, some states hold a primary election, and if no one wins by a certain margin, they hold a second runoff election weeks later. This bill says that can't happen anymore—ranked choice voting would determine the winner in one shot. The bill provides federal funding to help states pay for the equipment, software, training, and voter education needed to implement this new system, with payments calculated based on each state's number of registered voters.

This is a significant change to how elections work. Supporters argue it could reduce the influence of extreme candidates and give voters more meaningful choices. Critics worry about implementation costs, voter confusion, and whether the system would actually work as intended.
