# Fort Ontario National Monument Establishment Act

This bill creates a new national monument in Oswego, New York, dedicated to preserving the history of nearly 1,000 World War II refugees who found shelter there. Between August 1944 and February 1946, Fort Ontario housed 982 refugees fleeing the war in Europe. The bill establishes this location as an official unit of the National Park System, similar to other national parks and monuments across the country, so their stories can be preserved and shared with future generations.

The monument won't officially open until the federal government acquires enough land or property rights to make it a functional park unit. Once that happens, the Secretary of the Interior will manage it like other national parks, meaning it will be open to the public for education and interpretation. The government can buy land from willing sellers, accept donations, or trade property to build up the monument, but if New York State or local governments own land within the proposed boundaries, it can only be added through donation, not forced purchase.

The bill encourages cooperation between federal officials and New York State to tell the full story of Fort Ontario. They can work together on educational programs and interpretation, and they can partner with nearby sites and organizations to provide context about this important refugee history. The government also has three years to develop a management plan for how the monument will operate. One practical detail: if there are athletic facilities currently being used at Fort Ontario, people can continue using them even after the monument is established, so the bill doesn't disrupt existing community activities.
