# Stop Illegal Campaign Coordination Act

This bill changes the rules about what counts as illegal coordination between political candidates and outside groups spending money on elections. Right now, federal law says that candidates and independent groups aren't allowed to coordinate their campaign spending—meaning they can't work together to plan ads, messaging, or strategy. However, the law only considers spending "coordinated" if there's direct communication or a formal agreement between them. This bill closes that loophole by saying that spending counts as coordinated even without direct contact, as long as it follows the same instructions, directions, or guidance that a candidate or political party has publicly shared or suggested.

Here's what that means in practice: Imagine a candidate posts on social media that they want voters to hear about their healthcare plan, targeting suburban women in swing districts, using video ads. Under current law, a Super PAC (an independent group that can raise unlimited money) could run nearly identical ads with the same message, targeting the same voters, using the same video clips—and it wouldn't technically be illegal coordination because there was no direct conversation between them. This bill would treat that as coordinated spending, which is illegal. The Federal Election Commission would look at factors like whether the outside group's ads match the candidate's stated priorities, target the same voters, use the same messaging or images, or follow other signals the candidate has given.

The practical effect is that it becomes much harder for candidates and wealthy outside groups to work around campaign finance laws by pretending to operate independently while actually following the same playbook. Supporters argue this prevents wealthy donors from secretly bankrolling campaigns while evading donation limits. Critics might worry it could make it harder for groups to legitimately support candidates they believe in, since even following a candidate's public statements could be considered illegal coordination. The bill would apply to any spending made after it becomes law.
