# What the Police CAMERA Act Actually Does

The Police CAMERA Act is a federal funding program designed to help police departments across the country buy body cameras for officers and set up secure systems to store the video footage. The federal government would provide grants covering up to 75 percent of the costs, with states and local governments covering the remaining 25 percent. The money would come from the Bureau of Justice Assistance, a federal agency that funds law enforcement programs.

The bill requires police departments receiving these grants to establish clear policies before officers start wearing cameras. These policies must address how cameras will be used, how footage will be stored securely, and how to protect people's privacy—including rules about when facial recognition technology can be used on the video. Departments would need to get community input when developing these policies and make them publicly available. Officers would have to explain why a camera wasn't recording if it should have been, and they'd need to get permission from crime victims and witnesses before recording their interviews. The bill also requires police departments to collect and report statistics on use-of-force incidents broken down by race, ethnicity, gender, and age, as well as data on complaints filed against officers.

The footage itself would be restricted in how it can be used. Police could only use it for internal investigations of officer misconduct, criminal investigations where there's reason to believe the video contains evidence of a crime, or limited training purposes. They generally cannot share footage with other agencies unless it's needed for a criminal investigation or civil rights investigation. The bill includes specific safeguards around facial recognition technology, requiring judicial approval, limiting it to serious crimes or imminent threats, and requiring double verification before identifying anyone.

The federal government would conduct a comprehensive study within two years to evaluate whether body cameras actually reduce excessive force, improve accountability, help solve crimes, and protect officer safety. This research would help determine whether the program is working as intended and whether it should continue or be expanded.
