# Understanding the ACTIVATE Act

The ACTIVATE Act directs the Department of Defense to hire an independent research organization to study how advanced biotechnology is developing in countries that are considered adversaries of the United States, specifically China, Iran, and Russia. Think of it as ordering a detailed intelligence report on what these countries are capable of doing with biotechnology—things like genetic engineering, disease research, and biological innovations that could have military or security implications.

Here's what actually happens: The Secretary of Defense has 120 days to make a deal with a federally funded research center (these are independent organizations that work on government contracts) to conduct this assessment. The research center will look at three main things: what biotechnology topics are scientifically important, what capabilities these adversary countries currently have in biotechnology, and what gaps or needs they might have to advance their biotechnology programs further. The center will also develop recommendations about what signs or indicators the U.S. should watch for to know if these countries are making progress in this area.

The Defense Department has to support this work by assigning staff to help, giving the researchers access to relevant classified information (while keeping sources and methods secret), and making sure the researchers get security clearances quickly so they can see sensitive material. By October 1, 2025, the Secretary of Defense must report back to Congress and a special commission on emerging biotechnology with what the researchers found. The report will be public, though it can have a classified section for the most sensitive findings.
