Here's how it works in practice: A private construction company partners with a school district to build a new school or expand an existing one. The company issues bonds to raise money for the project, and investors buy those bonds. Every time the bond pays interest, the bond holder gets a tax credit equal to 100 percent of that interest payment. This is essentially the government paying back the investor's interest for them, which makes these bonds very attractive compared to regular investments. The investor gets their money back plus the government covers the interest costs. Meanwhile, the school district gets a new or renovated building without having to borrow money directly, and the private company handles all the construction and operation until the building is ready to use.

The bill sets aside $200 billion total for these bonds, with $45 billion specifically reserved for rural areas. There are also requirements that the school buildings must be "net-zero energy" buildings (meaning they produce as much energy as they use), and the bill gives preference to projects that involve small businesses, minority-owned businesses, or women-owned businesses. The bonds can only be issued before January 1, 2027, and all the money must be spent within six years of the bond being issued. If a school district or company can't spend the money in time, they have to pay back the unused portion.

The bill defines SIFIA bonds as any bond issue if 100% of the project proceeds of such issue are to be used for the design, construction, expansion, renovation, furnishing, or equipping of qualified school facilities.
