# What the Data Improvement for Puerto Rico Recovery Act Actually Does

This bill asks the federal government to figure out what information it's missing when trying to help Puerto Rico recover from disasters. After hurricanes Irma and María, the 2020 earthquakes, and the COVID-19 pandemic, the federal government has sent billions of dollars in grants to help Puerto Rico rebuild. But according to this bill, federal agencies don't have good enough data to manage that money effectively, and nobody's really documented what's going wrong.

Here's what will happen: Within one year, a government auditor called the Comptroller General will study how federal agencies are handling Puerto Rico recovery grants. They'll create a detailed report listing all the money that's been given out, figure out where federal agencies are using statistics and data to make decisions about those grants, and identify the biggest data problems getting in the way. For example, if an agency can't get accurate information about Puerto Rico's population or infrastructure damage, that could slow down grant approvals or lead to money being distributed unfairly. The report will also look at federal databases and statistics that currently don't include Puerto Rico but could help if they did.

The bill requires about two dozen federal agencies—from FEMA to the Small Business Administration to the Department of Housing and Urban Development—to actually answer questions from the auditor within 90 days. This is important because without cooperation, the study won't work. The goal isn't to punish anyone; it's to create a roadmap for how the government can do better at getting recovery money where it's needed most. Once Congress gets this report, they'll have concrete information about what needs to change to make the recovery process faster and fairer for Puerto Rico.
