# Executive Action Cost Transparency Act

This bill requires the Congressional Budget Office (CBO), which is Congress's official scorekeeper for how much laws and policies cost, to start tracking and reporting on the financial impact of executive actions and court decisions. Right now, the CBO mainly focuses on legislation that Congress passes, but this bill says they should also measure the costs of things like executive orders, new regulations, and major court rulings that affect the federal budget.

The practical effect is that when the President issues an executive order or a federal agency creates a new rule, and that action costs or saves the government at least $50 billion over ten years, Congress will get a detailed report showing what that action costs. For example, if the President issued an executive order that changed how a major government program works and it would cost $100 billion, that would now show up in an official CBO report that Congress and the public could see. This is meant to give lawmakers and citizens better information about the true cost of executive decisions, not just legislative ones.

The bill doesn't change what the President can do or prevent any executive actions from happening. It simply requires better accounting and transparency about their financial impact. The CBO would need to follow existing rules about how to calculate these costs, and they only have to include actions if they can practically measure the financial effects. This means Congress would have clearer visibility into how executive branch decisions affect the federal budget, similar to how they already track the costs of new laws.
