# Understanding the DHS International Cyber Partner Act of 2024

This bill gives the Department of Homeland Security (DHS) and its cybersecurity agency explicit permission to work with other countries on protecting computer networks and critical infrastructure like power grids and water systems. Right now, while DHS does some international work, this bill makes it crystal clear that they have the legal authority to do so and spells out exactly what that work can look like.

Here's what changes in practice: DHS can now officially send employees to work at U.S. embassies and other locations overseas to help partner countries strengthen their cybersecurity defenses. They can also share cybersecurity training, advice, threat information, and tools with foreign governments and international organizations. For example, if another country is struggling with cyberattacks on their power infrastructure, DHS could send experts to help them respond or provide defensive security equipment. The bill specifically prohibits sending offensive hacking tools—only defensive equipment and assistance are allowed. DHS can charge other countries for this help if they want to, and any money collected goes back into the cybersecurity program.

The bill includes important oversight requirements to keep Congress in the loop. DHS must report annually to Congress about every instance of assistance provided, explaining who received it, why, what was given, and whether it was free or paid for. They also have to notify Congress within 30 days whenever they assign staff to work overseas and must share copies of any agreements made with foreign partners. This ensures that Congress can monitor whether the program is being used appropriately and in America's interests. The bill doesn't require any new funding—it just clarifies authority that DHS arguably already had but now can exercise more confidently.
