# Understanding the Cyber PIVOTT Act

This bill creates a new federal scholarship and training program designed to build a pipeline of cybersecurity workers for government jobs. Here's what it actually does and who it affects.

The program, called PIVOTT (Providing Individuals Various Opportunities for Technical Training), offers full-ride scholarships to students attending community colleges and technical schools that teach cybersecurity. The government covers everything—tuition, fees, lab costs, travel, meals, and even certification exam fees. Students can come from various backgrounds: high school graduates looking for a career change, people already enrolled in cyber programs, or those pursuing short-term technical certifications. The key requirement is that their education aligns with cybersecurity skills that the government actually needs.

In exchange for this free education, students commit to working in a cybersecurity role for two years after graduation. They can fulfill this obligation by working for federal agencies, state and local governments, tribal governments, or critical infrastructure companies in rural areas or high-risk sectors. Military veterans or active-duty service members are exempt from this requirement, as are people who serve in the military after completing the program. The program also includes mandatory internships—students must work in approved cybersecurity positions during their studies, with priority given to federal government internships for those interested in federal careers. The government will even start the security clearance process a year before students graduate so they're ready to work immediately.

The program starts small but aims to grow significantly. It will enroll at least 250 students in its first full year, then double enrollment each year until reaching 1,000 students annually. Within ten years, the goal is to have 10,000 students enrolled each year. Beyond the initial scholarship, graduates who work for the federal government for at least seven years can apply for additional scholarships to pursue four-year degrees at universities. The government also maintains a database of job opportunities and funds up to three professional certifications per graduate to help them advance their careers.

If students drop out, fail academically, or don't fulfill their work obligation, they must repay the scholarship money—either immediately or as a loan similar to federal student loans. However, the government can waive repayment in cases of extreme hardship or if someone genuinely tried to find a government job but couldn't get hired.
