This bill creates a new federal program to help heavy industries switch to using hydrogen as a cleaner fuel and raw material. The government would provide grants and cooperative agreements—essentially funding partnerships—to companies that want to demonstrate how hydrogen can reduce pollution in manufacturing. The program would focus on industries like steel mills, cement plants, glass factories, fertilizer production, and chemical refineries. The government would prioritize projects that produce the biggest cuts in greenhouse gas emissions, use at least 50 percent hydrogen blends, and benefit lower-income communities. The program also requires companies to monitor and report on hydrogen leaks, since hydrogen can escape into the atmosphere and potentially contribute to climate problems.

Beyond the funding program, the bill requires three federal agencies—Energy, Commerce, and Transportation—to study important practical questions about using hydrogen in industry. These include whether hydrogen is actually safe to handle in existing industrial systems, how to safely blend it with natural gas, and how to transport and store it. The study also looks at whether hydrogen combustion creates any new environmental problems. Essentially, before this technology gets widely adopted, the government wants to make sure it's genuinely safe and effective.

The bill includes an important protection: just because a company demonstrates hydrogen technology through this program doesn't automatically mean the EPA will declare it as an acceptable pollution control method under the Clean Air Act. This prevents companies from using successful demonstrations to argue they shouldn't have to meet stricter environmental regulations.

Hydrogen for Industry Act of 2024This bill requires the Department of Energy (DOE) to establish programs that provide grants or cooperative agreements to support the use of hydrogen in heavy industry. Specifically, DOE must establish a program for projects that demonstrate the uses of hydrogen&nbsp;in heavy industry (e.g., steel, cement, glass, and chemical manufacturing) to support the adoption of hydrogen as an emissions reduction technology. DOE must also establish a program for (1) carrying out projects that demonstrate the end uses of hydrogen; (2) constructing a new commercial-scale facility that will use hydrogen as a fuel or feedstock; or (3) retooling, retrofitting, or expanding an existing facility to enable the use of hydrogen as a fuel or feedstock in industrial end-use applications of hydrogen.
