# What This Bill Does: Emergency Farm Disaster Relief

This bill sets aside $14 billion in emergency funding to help farmers and agricultural producers recover from natural disasters that happened in 2023. The money covers losses from droughts, wildfires, hurricanes, floods, excessive heat, winter storms, and other severe weather events. If you're a farmer who lost crops, livestock, or had damage to trees, bushes, or vines because of these disasters last year, this bill is designed to get you financial assistance.

The funding covers different types of agricultural losses. Crop farmers can get payments for lost production or damaged quality, including specialty crops like wine grapes damaged by wildfire smoke. Livestock producers get up to $1.5 billion specifically for losses from hurricanes, droughts, wildfires, and floods—including costs for relocating animals, providing emergency shelter, and replacing lost feed. Dairy processors can also receive payments that get passed along to their producer members. However, there are some limits: drought assistance only applies in counties that experienced severe drought conditions (rated D2 or higher) for at least eight consecutive weeks.

The bill includes safeguards to prevent overpayment. Farmers who already received insurance payouts or disaster assistance through other programs can't receive payments that would total more than 90 percent of their actual losses. Those who didn't have crop insurance or file for other disaster programs can receive up to 70 percent of their losses. As a condition of receiving this emergency aid, farmers must purchase crop insurance for the next two years if it's available, or enroll in the government's noninsured crop disaster program if insurance isn't available. The bill also limits administrative costs to one percent of the funding, meaning at least 99 percent goes directly to affected producers.
