# National Dam and Hydropower Safety Improvements Act of 2024

This bill strengthens safety rules for dams that generate hydroelectric power across the country. Right now, dam operators have to follow certain safety standards, but this bill makes those requirements much more explicit and adds new accountability measures to ensure dams are properly maintained and inspected.

The core of the bill requires dam operators to actively manage and maintain their dams to meet federal safety standards and protect public safety. When a dam's license is renewed—which typically happens every 30 to 50 years—the federal regulator (the Federal Energy Regulatory Commission, or FERC) must confirm the dam meets safety requirements before approving the renewal. If a dam doesn't meet standards, the new license can only be granted if the operator has a concrete plan to fix the problems. The bill also requires FERC to check whether dam operators have the financial resources to actually afford necessary safety repairs and maintenance, preventing situations where a company gets a license but can't afford to keep the dam safe.

The bill also improves communication between federal regulators and state governments. When FERC finds problems during a dam safety inspection, it must notify the state where the dam is located. If the operator ignores repair orders for five years, the state gets notified again. Most importantly, if a dam license is revoked or surrendered, FERC must share all its records with the state—including inspection reports, repair estimates, the dam's age, and risk assessments. This ensures states have the information they need to protect their residents if they have to take over a dam or deal with its abandonment.

Finally, the bill requires FERC to hold a meeting with state officials by October 2025 to discuss dam maintenance, how climate change might affect dam safety, and how to identify and manage high-risk dams. This creates an ongoing dialogue between federal and state authorities to keep dam safety standards current and effective.
