# Federal Program Integrity and Fraud Prevention Act of 2024

This bill creates a new rule to keep people convicted of federal fraud and financial crimes from doing business with the government. When someone is convicted of specific federal felonies related to fraud, theft, or financial crimes—like wire fraud, mail fraud, bribery, or computer fraud—they'll automatically be added to a government blacklist called the System for Award Management Exclusions list. This blacklist prevents them from getting federal contracts, grants, loans, or other financial assistance for three years after their conviction.

The bill covers a specific list of serious crimes, mostly involving dishonesty or theft from the government. These include things like falsifying federal documents, stealing government property, committing fraud against federal programs, and various types of financial crimes. When someone is convicted of one of these crimes, the Attorney General must notify the General Services Administration, which maintains the blacklist, and that person gets automatically added to it. This means they can't bid on government contracts, receive federal grants, get federal loans, or participate in other federal funding programs during that three-year period.

There is one exception built into the law: if a government agency head believes there's a good reason to let someone participate in federal programs despite their conviction, they can grant a waiver. However, they must put this decision in writing and immediately send a copy to Congress, so there's transparency and oversight. The bill also makes clear that this exclusion doesn't prevent the government from taking other legal actions against someone, like pursuing additional criminal charges or using other suspension and debarment procedures. Within a year of the law passing, the Attorney General and the General Services Administration must issue detailed guidance on how to implement these new rules.
