This bill creates new safety standards and oversight for railroad bridges across the country. Right now, there's no uniform federal standard for what makes a railroad bridge safe or unsafe—railroads largely inspect their own bridges using their own criteria. This bill changes that by requiring the federal government to set minimum safety standards that all railroads must follow, and it creates new ways for the public and government officials to know about bridge problems.

The bill requires the Department of Transportation to establish clear standards for railroad bridge safety within two years, defining what it means for a bridge to be in "poor," "fair," or "good" condition based on specific levels of damage like corrosion, cracking, and rusting. Once these standards exist, all railroad companies must include this information in their inspection reports—specifically whether each bridge meets the standards and how long bridges in poor condition can safely remain in service. The government will also create a public database of bridge inspection information so that states, local officials, and the public can see which bridges are in what condition and who owns them. This addresses a real transparency gap: currently, detailed bridge inspection reports are often difficult for communities to access.

The bill also establishes a new reporting system where states and local governments can alert the federal government about bridge safety concerns they observe—things like visible damage, excessive shaking during train passage, or pieces falling off. If the government determines a bridge poses an imminent hazard, it can require the railroad to repair it or restrict train weight and speed. If railroads don't fix serious problems within a year, they face financial penalties of $20,000 per week. Additionally, the bill requires railroads to post signs on their bridges identifying the owner and providing a phone number for public safety reports.

Finally, the bill creates a system of surprise federal bridge inspections to verify that railroads are accurately reporting bridge conditions. If inspectors find that a railroad is consistently reporting inaccurate information, that railroad faces civil penalties and increased federal oversight. This accountability mechanism is designed to ensure railroads take their inspection responsibilities seriously rather than downplaying problems to avoid costly repairs.
