This creates a painful catch-22: many childcare programs require parents to provide a daily supply of diapers, so families without enough diapers can't use childcare, which means parents miss work to stay home with their kids. The resolution notes that parents dealing with diaper shortages miss an average of 5.1 days of work each month, creating a cycle where they lose income and fall further behind financially.

Beyond the financial strain, the resolution emphasizes the health consequences. Without adequate diapers, babies and toddlers face increased risk of infections and other health problems that require medical care, adding even more expense to struggling families. The resolution acknowledges that diaper banks—community organizations that collect and distribute free diapers—are already working to address this problem, with over 300 such organizations operating across all 50 states.
