# What This House Resolution Actually Does

This resolution requires everyone who works in the House of Representatives—from members of Congress down to interns—to complete emergency preparedness training every two years. Think of it as a mandatory safety course, similar to fire drills in schools or workplaces, but specifically designed for the Capitol building and congressional offices.

The training covers practical emergency skills like how to use escape hoods (protective breathing devices), what to do during emergencies, how the Capitol's notification systems work, and where safe areas are located during a crisis. The training is customized depending on where people work—those in the main Capitol building get different training than those working in district offices back home. Importantly, the training is offered online, so people don't have to come to Washington in person to complete it, though they have the option to attend in-person sessions if they prefer.

Everyone affected has a deadline to finish the training. If you're already working in the House when the resolution takes effect, you have until the end of that calendar year to complete it. If you're hired later, you have 60 days from your start date. The House plans to use existing videos and resources rather than creating something entirely new, so this shouldn't require major new spending. The training records get added to each person's file through the Congressional Staff Academy, creating an official record that they've completed the requirement.
