# What This Resolution Actually Says About Immigration Reform

This is a resolution—basically a formal statement of what Congress believes should happen—calling for a complete overhaul of America's immigration system. It's not a law that immediately changes anything, but rather a declaration that the federal government should develop and implement what supporters call a "Roadmap to Freedom." Think of it as Congress saying "here's what we think needs to happen," rather than making it happen right now.

The resolution argues that the current immigration system is broken and outdated, hasn't been significantly reformed in decades, and causes real harm to millions of people. It points out that about 10.5 million undocumented immigrants live in the U.S., along with 16 million people in mixed-status families (where some family members are documented and others aren't), and that many immigrants contribute to society through essential work—especially during the pandemic—yet can't access basic services or protections. The resolution emphasizes that immigrants pay billions in taxes annually but are largely excluded from safety net programs.

The resolution lays out a detailed vision for what immigration reform should include. It calls for creating pathways to citizenship, keeping families together by eliminating barriers to family reunification, and ending detention as a primary enforcement tool—particularly for families and children. It proposes replacing detention with community-based case management programs, which supporters argue would be cheaper and more humane. The resolution also calls for decriminalizing migration and seeking asylum, ending cooperation between local police and federal immigration agents (the 287(g) program), and ensuring everyone facing deportation gets access to legal representation. Recognizing that it is the duty of the Federal Government to develop and implement a Roadmap to Freedom in order to overhaul the outdated immigration system in the United States that has gone without significant reform for decades, and to relieve the great human impact an unjust system bears on communities around the country.
