This bill would ban Members of Congress, their spouses, and their dependent children from owning stocks, bonds, commodities, and other securities while they serve in office. The goal is to prevent conflicts of interest where lawmakers might make decisions based on their personal investments rather than what's best for the country.

If the law passes, current members would have 180 days to sell off most investments, though they'd get up to 2 years to divest from complex investments like hedge funds or venture capital funds. New members would have the same timeframes starting from when they take office. The law includes some exceptions—members could still own diversified investment funds (like mutual funds), Treasury bonds, retirement accounts, and small business interests that don't create conflicts of interest. They could also hold investments in a "blind trust" where they don't know what's being bought or sold on their behalf.

To enforce the rules, the Attorney General or a special investigator could sue members who violate the ban and impose penalties up to $100,000 per violation or 10% of the investment's value, whichever is higher. Members would have to certify annually that they're following the rules, and the Treasury Department would audit these certifications. Importantly, members couldn't use their official government allowances to pay any penalties they incur.
