This is a symbolic resolution that designates September 2025 as "National Kinship Care Month." It's not a law that creates new programs or funding—it's essentially Congress saying "we recognize and support kinship care" and encouraging the government to pay attention to this issue going forward.

So what's kinship care? It's when children are raised by relatives other than their parents—grandparents, aunts, uncles, older siblings, godparents, or close family friends. Right now, about 2.5 million children in America live in these kinship arrangements. The resolution points out that this happens because of serious circumstances: a parent dies, goes to prison, struggles with addiction, gets deployed in the military, or becomes disabled. These relatives step in to keep kids out of the foster care system and keep families together.

Over 2.6 million children are in informal kinship care (not officially in the foster care system), which saves taxpayers about $4 billion a year. Black and Native American children are overrepresented in kinship care arrangements compared to their share of the overall child population. The resolution also notes that kinship caregivers—often grandparents on fixed incomes—struggle to access resources and support that regular foster parents receive, even though research shows kids do better emotionally and behaviorally when raised by relatives they know.
