The CAMPUS Act is designed to protect American national security by cutting off federal funding and research partnerships with universities and schools that have connections to China's military. Here's what it does: The bill requires U.S. intelligence officials to identify Chinese universities that support the People's Liberation Army or participate in China's "Military-Civil Fusion" strategy—essentially the blending of civilian and military technology development. Once identified, American companies and institutions that work with these Chinese universities would be banned from receiving Department of Defense research funding. Additionally, facilities at companies with ties to these Chinese universities could lose the ability to handle classified U.S. government information. The bill also allows the State Department to deny student and worker visas to people from these identified Chinese universities. On the K-12 side, schools that contract with Chinese entities would lose federal education funding. As a counterbalance, the bill encourages stronger educational partnerships with Taiwan by allowing the Department of Education to grant money to American schools for Mandarin language instruction and Chinese cultural programs developed in partnership with Taiwan's representatives in the U.S. Finally, the bill lowers the threshold for when universities must report foreign gifts to the government—from $250,000 down to $50,000—making it easier to track foreign funding sources.
