The Dietary Guidelines Reform Act of 2025 changes how the federal government updates its official dietary guidelines—the nutrition advice that influences school lunches, food assistance programs, and public health messaging. Currently, these guidelines are updated every five years, but this bill stretches that to every ten years unless new scientific evidence warrants faster updates.

The bill adds several new requirements to make the process more transparent and scientifically rigorous. When the government plans to update the guidelines, it must notify Congress 90 days in advance and explain why. It also creates a temporary Independent Advisory Board with up to 8 members—including nutrition and food science experts—that must review the proposed guidelines and submit scientific questions to guide the work. The bill requires that guidelines be based on strong scientific evidence, be affordable and accessible to regular people, and include information relevant to people with chronic diseases like diabetes. Importantly, the guidelines cannot include recommendations about taxes, welfare policies, food production practices, or social issues like race and ethnicity—they must focus purely on nutrition science.

The bill also requires full disclosure of any financial conflicts of interest from experts involved in creating the guidelines, with these disclosures made public within 30 days. Each guideline must be rated for how strong the scientific evidence behind it is. The government gets $5 million per year from 2025 through 2029 to implement these changes. Essentially, this bill makes dietary guideline updates less frequent but more scientifically transparent and politically balanced, while keeping the focus narrowly on nutrition rather than broader food policy issues.
