The goal is to scan 100% of incoming mail at all federal prisons using digital technology. Here's how it would work in practice: when mail arrives, inmates would get a digital copy within 24 hours, and the physical mail would arrive within 30 days if it doesn't contain drugs. The plan also protects legal mail between inmates and their lawyers, making sure attorney-client privilege is maintained.

The strategy needs to address practical concerns like which prisons should get the technology first (focusing on high-security facilities with more inmates), how many new staff members are needed, equipment maintenance, and costs. The Bureau of Prisons would have three years to fully implement the plan, and would need to report back to Congress every year on how well it's working and how many drugs were caught.
