The Ending PUSHOUT Act aims to reduce how often schools remove students from classrooms as punishment, particularly addressing racial and other disparities in discipline. The bill recognizes that certain groups of students—especially Black and Brown girls, students with disabilities, LGBTQI+ students, and English language learners—face disproportionate punishment through suspensions, expulsions, and involvement with law enforcement at school. Schools receiving grants must stop using certain punishments entirely (like suspending young children for minor infractions or punishing students for dress code violations) and must invest instead in mental health support, counseling, restorative practices that repair harm, and training for teachers on recognizing trauma and bias. The bill explicitly prohibits schools from using corporal punishment, solitary confinement, chemical or mechanical restraints, and dangerous physical restraints. It also prevents grant money from being used to hire police officers in schools or purchase surveillance equipment. By shifting from punishment to support, the bill seeks to keep students in classrooms learning rather than pushing them out of school entirely.
