This bill makes improvements to a federal program that helps low-income families make their homes more energy-efficient. Right now, the government offers weatherization assistance—things like better insulation, sealing air leaks, and upgrading heating systems—to help people save on energy bills. However, many homes have serious problems like structural damage, mold, or safety hazards that prevent workers from even starting the weatherization work. This bill creates a new fund to fix those underlying problems first, so homes can actually receive the weatherization improvements they need.

The bill increases the amount of money available to help each home. Currently, the program can spend up to $6,500 per home for weatherization work; this bill raises that to $15,000. It also increases the emergency repair limit from $3,000 to $6,000 for homes with critical issues. The bill sets aside $30 million per year for five years (2026-2030) specifically for fixing structural defects and hazards in low-income homes before weatherization can happen.

Additionally, the bill gives the federal government flexibility to spend even more than the new limits if local market conditions make it necessary to complete the work properly. This means if construction costs are high in certain areas, officials can authorize additional funding to ensure the program still achieves its goal of helping low-income families reduce their energy costs and live in safer, more comfortable homes.
