The SPARC Act creates a loan repayment program to help get specialty doctors and other specialty healthcare providers to work in rural areas that don't have enough of them. Here's how it works: the federal government will pay off student loans for specialty doctors and certain other healthcare professionals (like nurse practitioners or physician assistants) who agree to work full-time in underserved rural communities for six years. Each year of service, the government pays off one-sixth of their eligible loans, with the final payment covering whatever remains after the sixth year. The total loan forgiveness per person can't exceed $250,000. The program covers various types of federal student loans, including those specifically for medical education. If someone breaks their commitment early, they generally won't face penalties as long as they completed the years of service that were already paid for. However, people can't use this program and another federal loan forgiveness program at the same time for the same service. The bill also requires the government to track how well the program works by monitoring where these doctors practice and whether it actually improves access to specialty care in rural areas. A small portion of the funding (no more than 15 percent) can go toward non-physician providers, and those providers can't use other federal healthcare loan forgiveness programs. The program is authorized to run through 2034.
