This bill makes several changes to how the federal government helps rural Americans afford housing. The main focus is on preserving affordable rental housing in rural areas that's at risk of disappearing when loans mature or owners decide to stop participating in federal programs.

The bill creates a new preservation program that gives the Department of Agriculture tools to restructure loans for rural rental properties, such as reducing interest rates, deferring payments, or extending loan terms. When loans are restructured, the government can offer 20-year rental assistance contracts to keep rents affordable. The bill also requires property owners to notify tenants well in advance—at least two years before a loan matures—about what might happen to their housing, with notices provided in plain language and translated into other languages when needed. If a property can't be restructured, tenants get 18 months to transfer their rental assistance to another affordable rural housing project.

The bill also expands homeownership opportunities for Native Americans, Alaska Natives, and Native Hawaiians by setting aside $50 million annually for loans through Native community development financial institutions. It increases the maximum loan term for rural homebuyers from 38 to 40 years, making monthly payments more affordable. Additionally, the bill funds technology upgrades and staffing improvements for the Rural Housing Service, establishes a new Rural Community Development Initiative to help local organizations build capacity, and requires the Department of Agriculture to publish annual reports on the health of rural housing programs so Congress and the public can track how these programs are performing.
