This bill significantly restricts how the federal government can allow people to enter the United States through a process called 'parole.' Currently, immigration officials have broad discretion to let people into the country temporarily for humanitarian reasons or public benefit. This bill narrows that power considerably.

Under the new rules, parole would only be allowed in very specific situations: for military spouses and children already in the country, for Cuban nationals living in Cuba (under existing agreements), for genuine medical emergencies, to attend a dying relative's funeral, to donate organs, or to help law enforcement. The bill eliminates the ability to grant parole based on broad categories of people—each case must be evaluated individually, and officials cannot use parole as a general policy tool. People granted parole generally cannot work, except for military families and Cuban nationals. The bill also prevents paroled individuals from later adjusting their status to permanent residency unless they had that option before being paroled.

Additionally, the bill creates a new legal right: if states or individuals suffer financial harm over $1,000 because the government doesn't follow these rules, they can sue the federal government in court. The Department of Homeland Security must also report annually to Congress on how many people were paroled and why.
