This bill makes permanent some temporary rules that were created during the COVID-19 pandemic to help people get commercial driver's licenses (CDLs) more easily. Normally, getting a CDL requires extensive training and testing with very specific requirements. During the pandemic, the federal government relaxed some of these rules to keep things moving, and this bill says those relaxed rules can stay in place.

Specifically, the bill allows people who are already certified CDL test examiners to give the written knowledge test for CDLs if they've completed just one training unit on how to administer that test. It also lets states test people for their driving skills test no matter where they live or where they got their training. This means someone from one state could take their CDL driving test in another state, and states don't have to worry as much about where someone trained. The goal is to make the process faster and more flexible while still maintaining safety standards through qualified examiners.

Licensing Individual Commercial Exam-takers Now Safely and Efficiently Act of 2023 or the LICENSE Act of 2023 This bill provides statutory authority for waivers of training, testing, and other requirements for commercial driver's licenses (CDLs) that were issued by the Federal Motor Carrier Safety Administration to respond to the COVID-19 pandemic.Specifically, this bill allows a state or third-party examiner who has maintained a valid CDL test examiner certification and has previously completed a CDL skills test examiner training course to administer the CDL knowledge test, so long as they have completed one unit of the CDL knowledge test training course.The bill also allows a state to administer a driving skills test to any CDL applicant regardless of the applicant's state of domicile or where the applicant received driver training.
