The BENES 2.0 Act makes it easier for people to understand Medicare by requiring the government to send clearer, more helpful information to people approaching Medicare eligibility. Starting two years after the law passes, anyone turning 60, 61, 62, 63, 64, or 65 will receive a notice explaining how Medicare works and what they need to know to sign up on time.

The notice will cover important topics like what Medicare Part B is, what happens if you sign up late (you might have to pay extra fees), how to get relief from those penalties if you qualify, and how Medicare works alongside other insurance you might have. It will also include special information for groups with unique situations, like veterans and people living in Puerto Rico. The notice will provide phone numbers and websites where people can get more help, including the familiar 1-800-MEDICARE number.

The government will work with Social Security and Medicare to create this notice by asking for input from seniors, people with disabilities, employers, insurance companies, and state health programs. The notice will be mailed to people 3 to 6 months before they turn 65, and it will also be posted online. Every two years, the government will review and update the notice to make sure it's still helpful and includes the most current information.

Beneficiary Enrollment Notification and Eligibility Simplification 2.0 Act or the BENES 2.0 Act This bill requires Social Security account statements for individuals attaining ages 60 to 65 to include information about Medicare eligibility, late enrollment penalties, benefit coordination, and related resources. Statements with the required information must be mailed to individuals at least three months before they turn 65; the required information must also be mailed to those who are age 65 or over and are entitled to Social Security benefits three months before their initial Medicare enrollment period begins.
