This bill says the Pentagon must use competitive bidding processes—meaning multiple companies have to compete for each contract—to keep things fair and encourage innovation.

The bill also protects military data from being misused. When the Pentagon provides data to contractors to help them develop AI systems for the military, that data can't be used to improve the company's commercial products without explicit permission. For example, if a contractor gets classified military information to train an AI system for the Pentagon, they can't turn around and use that same data to make their AI better for selling to other customers. The bill requires the Pentagon to update its contracting rules to spell out these protections clearly, with real penalties like fines and contract cancellation if companies violate them. Finally, the Pentagon has to report to Congress every year about whether the AI and cloud computing market is staying competitive or if one or two companies are starting to dominate.
