The AG RESEARCH Act is designed to fix up aging agricultural research facilities at colleges and universities across the country. Right now, these facilities are falling apart—a 2021 study found that agricultural schools need $11.5 billion in repairs and upgrades, and that number has been growing. Since agriculture is a huge part of the American economy (contributing over $1.5 trillion and supporting 22 million jobs), Congress is saying we need to invest in keeping our agricultural research competitive globally.

Here's what the bill does: It creates a competitive grant program where the federal government can help pay for repairs, renovations, and equipment upgrades at agricultural research facilities. The Secretary of Agriculture will run this program and award grants based on which projects are most important. Importantly, the federal government can cover up to 100% of the costs in some cases, rather than requiring schools to pay a portion themselves. The bill also makes sure the money gets spread around fairly—no single state can get more than 20% of the funds, and grants will be distributed to different types of institutions and research areas.

To actually fund this, the bill sets aside $1 billion per year for five years (from 2025 to 2029) that will automatically transfer from the Treasury to the Department of Agriculture without needing a separate vote. This money is meant to help agricultural schools modernize their labs, repair buildings, and buy new equipment so they can continue doing cutting-edge research that benefits American farming and food production.
