This bill creates a new grazing management program for federal lands in Malheur County, Oregon, designed to give livestock ranchers more flexibility in how they manage their herds while improving the long-term health of the land. Instead of strictly following fixed grazing schedules, ranchers can now request adjustments to account for changing conditions like drought, fire, or unexpected weather—things that affect how much grass is available and when animals should graze. The bill requires the government to work with ranchers, local tribes, environmental groups, and other stakeholders to develop monitoring plans that track whether these flexible grazing practices are actually helping the land recover and stay healthy. The bill also establishes a 18-member community group called the Malheur C.E.O. Group that brings together ranchers, environmentalists, tribal representatives, hunters, recreation businesses, and government agencies to propose and fund restoration projects on public and private lands. These projects can include things like removing invasive weeds, restoring water sources, improving wildlife habitat, and supporting economic development. The program will be reviewed after 8 years to see if it's working, and can be modified or ended after 10 years if the ecological goals aren't being met.
