The Defense Technology Hubs Act creates a new program where the Department of Defense will establish regional innovation centers across the country focused on developing cutting-edge military technologies. These hubs will bring together universities, defense contractors, small businesses, nonprofits, and local governments to work collaboratively on emerging technologies like artificial intelligence, quantum computing, advanced manufacturing, and biotechnology. The goal is to speed up how quickly new defense technologies move from research labs to actual military use, while also creating jobs and building a stronger workforce in defense innovation. The Secretary of Defense will select at least 10 hubs spread across different regions of the country, with preference given to areas that already have military installations or intelligence community presence. Each hub can receive federal grants to get started and fund research projects, but the federal government won't pay for more than half of a hub's operating costs—the rest must come from private sector and state/local partners. The program includes strict security requirements to protect sensitive defense research from foreign access and ensure compliance with export control laws. The Department will spend up to $375 million over five years to launch and support these hubs, with $75 million specifically available for grants to the selected regional centers.
