The Expedited Delivery Act makes it easier for the military to buy goods and services without holding competitive bidding processes. For example, it increases from $10 million to $100 million the amount at which certain approvals are needed, and raises other limits from $500,000 to $10 million and from $75 million to $500 million. This means more military purchases can happen with less bureaucratic review. The changes streamline the justification process for non-competitive contracts, making it simpler for the military to explain why they're not using competitive bidding.

In practical terms, this gives the Department of Defense more flexibility to quickly award contracts to specific companies without competition when those companies offer unique technology, faster delivery, or continuous upgrades. While this can speed up military procurement, it also means less opportunity for other companies to bid and potentially offer better prices or alternatives.
