This bill aims to protect U.S. government agencies from using artificial intelligence tools created or controlled by foreign adversaries like China, Russia, Iran, and North Korea. Here's what it does: First, it requires the Federal Acquisition Security Council to create a list of AI systems made by foreign adversaries within 60 days, and publish that list publicly within 180 days. The list will be updated at least every six months to stay current as new AI tools emerge.

Second, the bill prohibits federal agencies from buying or using any AI on this list. Within 90 days of the law passing, every government agency must review their current AI systems and remove any that come from foreign adversaries. However, the bill includes some exceptions—agencies can still use foreign adversary AI if they get special approval and notify Congress, but only for specific reasons like scientific research, testing and evaluation, counterterrorism activities, or when it's absolutely necessary to keep critical government functions running.

The bill also allows companies that own AI systems to challenge their inclusion on the list by submitting proof that their product isn't actually controlled by a foreign adversary. If the government agrees, the AI can be removed from the banned list. Essentially, this is a national security measure designed to prevent foreign governments from potentially accessing sensitive government data or influencing how U.S. agencies operate through the AI tools they use.
